Syria and Russia Reach Deal to Reorganize Moscow’s Military Presence
Syria and Russia have concluded a memorandum of understanding to reorganize Moscow's military footprint and transfer key coastal infrastructure back to state control following 18 months of negotiations.

Damascus and Moscow have finalized a memorandum of understanding to systematically restructure Russia’s military and civilian infrastructure along the Syrian coast, concluding 18 months of intensive bilateral negotiations.
Under the newly reached agreement, Syria will assume direct state management over major commercial facilities previously controlled by Moscow, while existing Russian military sites will be repurposed into joint training installations.
Civilian Infrastructure Returns to State Control
The memorandum specifies that facilities designated for commercial and civilian operation, including Hmeimim Airport and the fourth commercial berth at Tartous Port, will be systematically integrated into Syrian state administration.
The transition marks a structural shift in the operational status of Moscow's coastal footprint, which has been the subject of continuous negotiations led by Syria’s Ministry of Foreign Affairs and Expatriates.
Transition to Joint Training Facilities
Military installations currently utilized by Russian forces will undergo a complete functional overhaul, converting into joint training and qualification centers designed to serve the security interests of both nations.
According to Syria’s Foreign Ministry, all procedural transitions outlined in the agreement must be fully executed within a strict three-month timeline.
Ministry officials characterized the memorandum as the most significant breakthrough since negotiations commenced 18 months ago, noting that the agreement opens "a new phase in Syrian-Russian relations."
