Somaliland on Monday opened an embassy in occupied Jerusalem as President Abdirahman Mohamed Abdullahi met Israel’s Benjamin Netanyahu and signed a cooperation declaration covering security, agriculture, technology, health, and economic development.
Somaliland's opening of an embassy in occupied Jerusalem marks the most significant diplomatic step between the countries since Israel recognized Somaliland in December 2025.
Recognition Moves Towards Representation
The diplomatic breakthrough began with the opening of a Somaliland embassy in occupied Jerusalem on Monday, giving Somaliland a permanent diplomatic presence in Israel, the African territory’s only recognized partner in the world.
On Tuesday, Somaliland President Abdullahi met Netanyahu in Jerusalem. According to the Israeli Prime Minister's Office, the leaders first held a private meeting before joining a broader delegation session.
The talks concluded with the signing of a joint declaration designed to strengthen bilateral cooperation.
The embassy opening comes less than six months after Israel formally recognized Somaliland as an independent and sovereign state on December 26, 2025.
Somaliland declared independence from Somalia in 1991 but has remained largely unrecognized internationally.
"6 Million Muslims' Greetings"
During his visit, Abdullahi also met Israeli President Isaac Herzog. Opening his remarks with the Hebrew greeting "Shalom," he said: "I bring you the greetings of 6 million Somaliland Muslims."
The statement drew attention because Somaliland is overwhelmingly Muslim and because the visit took place amid ongoing regional tensions surrounding Israel's occupation and military operations.
Development Over Diplomacy
Netanyahu portrayed the relationship as extending beyond symbolic recognition. "My government is the first government on the planet to recognize Somaliland. Others will follow," he said.
He described the partnership as "not only about diplomacy" and said the two sides had agreed to cooperate on water management, agriculture, security, technology, health care, and economic development.
Netanyahu added that the agreement would support the construction of "farms, agriculture, hospitals, businesses, technologies, and jobs."
The Israeli leader also framed the relationship in broader ideological terms, arguing that Israel and Somaliland shared a commitment to "freedom, democracy, and opportunity" despite standing on "opposite sides of the Red Sea."
Red Sea Trade-Offs
The partnership is strategically significant because Somaliland lies along the Gulf of Aden and the southern approaches to the Red Sea, one of the world's most important maritime corridors.
Netanyahu contrasted economic development with security threats, saying that "the enemies of peace" build "tunnels, missiles, terror armies" while Israel and Somaliland would focus on "partnerships, innovation, a future of hope and security."
At the same time, Somaliland's international status remains disputed. Somalia continues to regard Somaliland as an integral part of its territory and rejects independent diplomatic agreements involving the region.
As of June 2026, Israel remains the only country to have formally recognized Somaliland as an independent state.
