Visiting Israel, he acknowledged that major challenges remain, from disarming Hamas to rebuilding territories devastated by two years of conflict, emphasizing that patience and cooperation will be critical to sustaining peace.

Fragile Ceasefire Exceeding Expectations

Despite recent flare-ups, Vance said the ceasefire between Israel and Hamas, initiated on October 10, is performing “better than expected.” Trump administration Middle East envoy Steve Witkoff echoed the sentiment, noting the process is advancing beyond initial projections. Vance countered media narratives suggesting that violations mean the ceasefire has collapsed, stressing that both sides are navigating the aftermath of prolonged conflict carefully.

Critical Steps for Long-Term Stability

Vance outlined three priority measures for lasting peace in Gaza:

• Hamas Disarmament – Members surrendering arms will be granted amnesty.
• Deployment of International Stability Forces – While U.S. troops will not be on the ground, multinational forces will support peacekeeping efforts.
• Governance and Reconstruction – A functional administrative structure will be established, and infrastructure damaged during the conflict will be rebuilt.

Vance emphasized that these steps will take time and require flexibility from Israel and regional partners.

Turkey’s Constructive Role

Highlighting international cooperation, Vance praised Turkey’s contributions to the ceasefire: “We see Turkey playing a constructive role so far, and we are grateful for that.” He noted that various international actors will play different roles, from reconstruction and security oversight to financing and conflict mediation.

Coordinated Efforts for Aid and Rebuilding

US President Donald Trump’s son-in-law Jared Kushner, one of the architects of the ceasefire, clarified that reconstruction in Hamas-controlled areas will be limited, while projects in Israeli-administered zones are being considered. He stated that the plan is progressing as intended, with coordination among the U.S., Israel, and international organizations ensuring the smooth delivery of humanitarian aid.

Steve Witkoff added that the process has advanced more quickly than anticipated. Vance is expected to remain in the region until Thursday, holding discussions with Israeli Prime Minister Benjamin Netanyahu and other senior officials to ensure continued progress.
