In their strongest economic commitment to date, NATO Allies agreed to a dual-tier defence investment strategy that aims to ensure long-term readiness, resilience, and deterrence capabilities. According to the Hague Declaration, member states will:
Each nation will submit annual plans detailing how they will incrementally reach the 5% benchmark by 2035. A review of this trajectory is scheduled for 2029, based on evolving strategic threats and updated capability requirements.
The declaration also reaffirmed sovereign commitments to Ukraine, allowing contributions to its defence and defence industry to count toward national defence spending goals. NATO emphasized Ukraine’s security as integral to Euro-Atlantic stability.
NATO also committed to eliminating intra-Alliance defence trade barriers and accelerating cooperation on emerging technologies. The Alliance described this as a new chapter of “transatlantic defence industrial cooperation.”
NATO leaders expressed gratitude to the Netherlands for hosting the summit and confirmed that Türkiye will host the next NATO Summit in 2026, followed by Albania.
