The paramilitary Rapid Support Forces (RSF) and allied factions on Tuesday announced the formation of a new political alliance, naming RSF commander Mohamed Hamdan Dagalo, widely known as Hemetti, as its leader. Rebel figure Abdelaziz Adam al-Hilu, of the Sudan People’s Liberation Movement-North (SPLM-N), was appointed as deputy leader.

The group, called Tasis (meaning “Founding”), was formally introduced at a press conference in Nyala, capital of South Darfur State. This move marks an attempt to create a rival administration in territories under RSF control, following over a year of devastating conflict with Sudan’s army.

Charter for a New Sudan

Alliance spokesperson Alaa al-Din Nugud confirmed the finalization of Tasis’s charter and the formation of a 31-member leadership council, including independent voices and representatives from political factions, armed groups, professionals, unions, and marginalized communities.

Nugud stressed that Tasis aims to replace what he called “the old Sudan” and its “collapsing institutions.” He described the new alliance as a vehicle to implement a national vision based on fixed constitutional principles focused on citizens’ rights and justice.

“This is not an end in itself,” he stated, “but a tool to build a state that reflects the demands of the people.”

Confronting the Status Quo

The alliance criticizes the current Sudanese leadership for igniting and prolonging the war, with Nugud asserting that ending the conflict “requires confronting the party that sabotages negotiations.”

Tasis also claims to learn from past failures, highlighting the importance of understanding the roots of Sudan’s crisis, which Nugud attributes to “cultural, political, and economic marginalization.”

He said the leadership bureau would serve as the executive organ of the alliance, with additional committees to manage governance, negotiations, and service delivery responsibilities.

Tasis’s emergence introduces a new political dynamic in Sudan’s prolonged conflict, positioning itself as a broad-based alternative power center seeking to reshape the country’s future.
