The United Kingdom will transfer the intellectual property rights for its "Stone Cloak" electronic warfare technology to Ukraine, enabling Kyiv to mass-produce signal jammers capable of blinding Russian air defense networks.
Prime Minister Andy Burnham will announce the technology transfer during talks with Ukrainian President Volodymyr Zelensky at a naval facility on Monday.
The accord marks Zelensky's first official overseas visit since Burnham assumed office last week.
Blinding Russian Radar
The tablet-sized Stone Cloak units attach to Ukrainian attack drones to block detection by hostile radar networks.
While London previously exported thousands of completed devices to Kyiv, granting production rights allows Ukraine to scale up its long-range strike capabilities independently.
Burnham emphasized the strategic alignment between the two nations ahead of the summit.
"Stone Cloak is the best of homegrown British innovation and proven on the frontline, and it will be vital to protecting our security in both our countries," Burnham stated.
Reciprocal Defense Benefits
British military analysts plan to gather operational telemetry from Ukrainian battlefields to refine next-generation domestic armaments.
The technology will be integrated into future long-range systems, including Project Brakestop, a British effort to develop low-cost cruise missiles.
The agreement follows sustained Ukrainian deep-strike operations against critical Russian infrastructure, including energy assets in the Ural mountains and major logistics hubs.
These persistent drone bombardments have contributed to economic disruption in Russia, forcing its central bank to freeze growth forecasts at zero.
Allied Commitments
London has provided £25bn in military financing since the conflict began four years ago.
The upcoming summit also features a review of Exercise Sea Breeze, a three-week maritime training program involving over 200 Ukrainian service personnel.
The bilateral meeting comes amid political shifts in Kyiv, including the recent removal of Ukrainian Defense Minister Mykhailo Fedorov.
Despite leadership changes, Burnham pledged uninterrupted assistance to Kyiv. "My support for Ukraine is unwavering; it is 100%," he noted.
