Taiwan Bets on Sea Drones to Deter Chinese Invasion
Taiwan accelerates development of unmanned surface vessels (USVs) to counter China. Inspired by Ukraine's Black Sea tactics, Taipei sees drones as cost-effective deterrents.
Facing a potential invasion by China as early as 2027, Taiwan is turning to a new class of maritime weaponry—autonomous sea drones—to enhance its asymmetric defense capabilities, drawing lessons from Ukraine’s drone success against Russia’s naval forces.
Taiwan’s Sea Drone Doctrine Takes Shape
Defense Minister Wellington Koo confirmed that Taiwan will begin integrating sea drones into its navy by the end of 2025. These vessels, also known as unmanned surface vessels (USVs), are being developed in partnership with local firms like Thunder Tiger and Robuff, and demonstrated last week in Suao.
Taiwan aims to use them in ambush roles along maritime chokepoints, with potential to swarm Chinese amphibious assault ships in the event of conflict across the Taiwan Strait.

These systems feature autonomous navigation, AI-powered targeting, and real-time battlefield data integration—essential for repelling naval incursions.
U.S. Tech Boost and Strategic Risks
Auterion, a U.S.-German company, signed a deal with Taiwan’s NCSIST to provide an AI-enabled drone swarming platform for sea, air, and land-based vehicles. However, the move may put participating Western firms at risk of Chinese sanctions.
Stacie Pettyjohn of CNAS said sea drone swarms could complicate any Chinese landing, especially along Taiwan’s few viable beachheads: “This is about denying access with smart, mobile platforms.”
Skepticism and Structural Challenges
Some experts warn of over-reliance on the Ukraine model. Lee Chung-chih of DIMEs argued that Taiwan’s coastal geography and harsher maritime environment could limit the utility of these systems.
Moreover, Taiwan faces cost, scale, and supply-chain challenges, especially in avoiding Chinese-made components—a lesson it learned the hard way while building its aerial drone fleet.
