Romania’s defence ministry has submitted a request to parliament seeking approval for a multi-year $7 billion package that includes M1 Abrams tanks, ammunition, simulators, training, and technical support. The move expands a 2023 order for 54 tanks with an additional 216 vehicles, reflecting Bucharest’s push to reinforce NATO’s eastern flank amid growing security risks.

The package includes ammunition, spare parts, simulator systems, training programmes, and technical support alongside the additional 216 Abrams. Authorities said the estimated cost for this second tranche is €6.49 billion, while the earlier 54-tank deal remains on track for full delivery by 2028. Recovery vehicles, bridging units, and breaching systems are also part of the procurement.
Strategic Rationale and Regional Threats
Romanian officials cite repeated drone incursions linked to the war in Ukraine and rising pressure along the eastern border. The proposal aligns with EU discussions on a layered “drone wall” to improve detection and interception capacity. Defence planners argue the investment is essential to strengthen deterrence and ensure regional resilience.
Industrial Cooperation and Next Steps
The plan highlights opportunities for local industrial participation, including potential assembly and ammunition production. Officials stress that developing domestic sustainment capacity would reduce supply-chain vulnerabilities and create jobs. The request must now clear Romania’s national security council and parliament before contracts are finalised.
