Russian President Vladimir Putin on Tuesday accused Western nations of fabricating a military threat from Moscow to justify massive increases in their defense budgets and prepare for potential conflict.
He stated that NATO and the European Union are pursuing a policy of radical militarization under a false pretext.
According to Putin, the West intentionally creates threats that force Russia into self-defense, only to use Moscow's response as justification for aggressive policies.
The Russian leader likened this approach to the tactics of Nazi Germany in 1941. He claimed Adolf Hitler used similar accusations of aggression against the Soviet Union following the invasion.
Putin also pointed to the 1938 treaties signed between European powers and Germany, arguing that Western nations historically rejected alliances with Moscow in favor of aggression.
Diplomatic Pivot Away From Washington
The accusations arrive as Moscow publicly pivots away from U.S.-led diplomatic efforts.
Kremlin aide Yuri Ushakov announced Tuesday that Russia is now prepared to engage in dialogue directly with the European Union.
Russian Foreign Minister Sergei Lavrov, meanwhile, declared that Washington has abandoned any role as an objective mediator.
He cited an escalating campaign of sanctions pressure driven by the U.S. administration.
U.S.-led negotiations aimed at ending the conflict in Ukraine remain effectively frozen.
President Donald Trump has shifted his diplomatic focus to the Middle East after ordering strikes on Iran in late February.
Trump had previously attempted to push Moscow and Kyiv toward negotiations upon returning to the White House in 2025.
This shuttle diplomacy failed to yield progress, as both sides refused to compromise on core territorial demands.
Coup-de-Tat and Appointed “Führer” Comments
Russia continues to demand a Ukrainian withdrawal from the eastern Donbas region as a precondition for peace talks.
Kyiv has categorically rejected this demand, stating it would only embolden Russian military operations.
Putin on Tuesday reiterated Moscow's stance that the 2014 change in Ukraine's government was an anti-Russian coup.
He asserted that Russia endured hostilities against the civilian population in Donbas for eight years before intervening to protect the residents.
Recent statements by Ukrainian President Volodymyr Zelensky do not create preconditions for negotiations, according to Putin.
Lavrov escalated personal attacks on the Ukrainian leader, describing Zelensky as an appointed “führer” sourced from an amateur theater.
Lavrov warned that continued European military aid transforms the continent into a major threat to international peace and security.
Meanwhile, Putin noted that Western nations actively distance themselves from direct escalation from their own territories out of fear of a retaliatory strike.
He stated that incidents such as drones entering Baltic airspace are routinely attributed to Ukrainian errors or system glitches, reflecting a Western reluctance to point the finger directly at Moscow.
