South Sudanese civil society leaders have publicly opposed the proposal, warning against their country becoming a “dumping ground” for displaced people. According to US lobbyist Joe Szlavik, South Sudanese officials have linked any agreement to the lifting of a US travel ban and the removal of sanctions on certain elites. The AP also reported that Israel and the US have floated similar transfer ideas with Sudan, Somalia, and Somaliland.
South Sudan, which has faced years of conflict and famine since its independence in 2011, already hosts large numbers of refugees from neighboring countries. Analysts note that any deal would likely require significant international incentives, including financial aid and political support, to address the country’s economic and humanitarian challenges.
Regional Opposition And Legal Concerns
Egypt, which borders Gaza, has strongly rejected any plan to forcibly relocate Palestinians out of the enclave, citing fears of a refugee influx and the risk of permanent displacement. Critics warn that mass transfers could pave the way for Israel to annex Gaza and re-establish settlements, as advocated by members of Netanyahu’s far-right coalition.
International law experts say forced population transfers are prohibited under the Fourth Geneva Convention, and rights groups have called for the International Criminal Court to investigate any attempt to implement such a plan. The proposal has intensified debate over the future of Gaza’s population and raised concerns about regional stability if pursued.
