Russia Charges Telegram Founder Pavel Durov With Terrorism

Russian intelligence authorities have formally charged Telegram founder Pavel Durov with enabling domestic terrorism, issuing an international arrest warrant for the exiled billionaire.

The Federal Security Service (FSB) announced the indictment on Wednesday.

Moscow alleges the encrypted messaging platform deliberately harbors content utilized by extremist networks and foreign intelligence operatives.

Authorities accused Telegram of ignoring demands to purge material “used by Ukrainian special services and by terrorist and extremist organisations to prepare and coordinate acts of sabotage and terrorism, mass killings, and cyber-fraud operations within the Russian Federation.”

Escalating State Pressure

The indictment marks a severe escalation in Moscow’s ongoing campaign to control the digital landscape.

Russian officials have continuously attempted to suppress Telegram in favor of the state-sponsored MAX messenger network.

Despite these suppression efforts, top government entities rely heavily on the platform.

Both the Kremlin and the defense ministry maintain active daily channels on the application.

Telegram itself has not issued a formal statement regarding the FSB warrant. However, the company’s official account on X responded by posting an image of Durov displaying his middle finger.

Legal Jeopardy in Multiple Jurisdictions

Founded in 2013, Telegram currently boasts over one billion global users. The encrypted network operates as a critical communication artery for both military and civilian populations throughout the Russia-Ukraine conflict.

Durov, who carries both Emirati and French citizenship, faces mounting legal pressure across Europe.

French prosecutors are separately investigating the chief executive over allegations of unmitigated criminal activity on the app and noncompliance with law enforcement requests.

The Russian-born entrepreneur aggressively denies all allegations of wrongdoing.

He previously severed corporate ties with Moscow in 2014, selling his stake in the VKontakte social network amid severe government coercion.

Defiance and Unknown Whereabouts

The groundwork for Wednesday’s warrant began months ago. Russian state media first disclosed a pending terrorism probe against the billionaire in February.

In April, Durov revealed that authorities had delivered a criminal summons to a Russian apartment he vacated two decades ago.

Responding to the mounting legal threats, Durov framed the investigations as an assault on fundamental liberties.

"They must be suspecting me of defending Articles 29 and 23 of the Russian Constitution, which guarantee freedom of speech and the right to private correspondence. Proud to be guilty!" he stated on his platform.

The tech executive’s exact location remains unconfirmed. Following a May update from Dubai, Durov posted in late July that he was visiting Georgia and intended to return shortly.
