Zelensky Taps Ukraine's Top Negotiator Umerov for Foreign Intelligence Role
Ukrainian President Volodymyr Zelensky has appointed chief peace negotiator Rustem Umerov to head the country's foreign intelligence service. The move is part of a broader, highly criticized government shakeup aimed at preparing Kyiv for an anticipated winter energy offensive.

Ukrainian President Volodymyr Zelensky has appointed chief peace negotiator Rustem Umerov to lead the national foreign intelligence service, marking the latest maneuver in a broader administrative shakeup.
Umerov vacates his role as head of the advisory Security Council to assume the spy chief position. He will simultaneously retain his duties leading diplomatic negotiations with Russia.
The appointment ensures continuity in ongoing peace talks, which have so far yielded minimal tangible progress.
Umerov is also responsible for overseeing negotiations regarding drone exports, marketing combat-tested hardware to allied nations.
Security Council Transition
Ihor Klymenko, the former interior minister, will replace Umerov at the helm of the Security Council.
Klymenko previously bypassed consideration for the defense minister vacancy.
Zelensky offered little explanation for Monday’s appointments. Critics have repeatedly accused the president of rotating a narrow faction of loyalists through senior government postings.
The personnel changes extend a controversial cabinet overhaul initiated in July.
Zelensky previously stated the restructuring was necessary to brace for a harsh winter, anticipating severe Russian strikes on domestic energy infrastructure.
Domestic Backlash
The July purge triggered significant public backlash, largely driven by the dismissal of 35-year-old Defense Minister Mykhailo Fedorov.
Fedorov was a prominent advocate for high-tech drone warfare.
His removal prompted street protests demanding his reinstatement. Facing mounting public pressure, Zelensky was subsequently forced to replace senior military commander Oleksandr Syrskiy.
Umerov brings prior military administration experience to the intelligence apparatus.
He occupied the defense minister portfolio from 2023 to 2025 before his tenure on the Security Council.
