The Democratic Republic of the Congo and M23 rebels have advanced a structured ceasefire framework following April 14-18 talks in Switzerland, despite fragile peace in conflict areas.

After five days of negotiations in Montreux, the parties agreed to establish a monitoring body with surveillance, verification, and reporting functions to oversee a permanent ceasefire.

The joint statement, shared by the U.S. Department of State, said the mechanism will track implementation despite ongoing violations.

Both sides committed to “refrain from any action that would undermine the principled delivery of humanitarian assistance” and to facilitate medical care. They also agreed to release prisoners within 10 days as a confidence-building step.

Human Rights Watch warned last week that civilians in South Kivu face a “dire humanitarian crisis,” citing blocked aid and restricted movement.

The region has endured more than 30 years of conflict, with renewed violence since 2021 when M23, backed by Rwanda, seized territory.

Recently, Congo’s army has begun a disarmament push against the Democratic Forces for the Liberation of Rwanda (FDLR), a militia linked to the 1994 Rwandan genocide. The move is part of a U.S.-brokered peace effort aimed at reducing cross-border tensions with Rwanda.

The talks included representatives from Qatar, the United States, Switzerland, the African Union Commission, and Togo as AU mediator.

A prior U.S.-brokered agreement in December failed to halt fighting, highlighting the difficulty of enforcement.

The latest commitments mark incremental progress. However, continued clashes in South Kivu, where fighting has spread into highland areas, and humanitarian constraints indicate that implementation remains uneven across operational zones.
