According to Haaretz, the United States is working on a critical plan for the post-ceasefire period in Gaza. The plan, drafted by U.S. advisers, covers the reconstruction of Gaza, the establishment of stability, and the formation of a temporary administrative structure. The most notable aspect of the proposal is the inclusion of Türkiye, Qatar, and Egypt among the countries expected to contribute troops to the international stabilization force.
The U.S. plan, focusing on the second phase of the ceasefire, envisions the establishment of a “technocratic and non-political” Palestinian administration in Gaza. The administration would be formed from qualified candidates, including Palestinians living abroad. Under the plan, areas such as Rafah—intended to be removed from Hamas control—would serve as the first reconstruction zones where local security forces and civil infrastructure would be established.
U.S. advisers stated that safe zones will be created for civilians at risk. These zones, located behind what will be known as the “yellow line” following the withdrawal of the Israel Defense Forces (IDF), are designed to facilitate the distribution of humanitarian aid. The plan makes it clear that reconstruction efforts and financial assistance will not enter regions still under Hamas control.
The proposed international stabilization force to ensure security in Gaza includes Indonesia, the United Arab Emirates (UAE), Egypt, Qatar, Azerbaijan, and notably Türkiye. Officials said that the potential deployment of troops from Türkiye, Qatar, Egypt, and possibly the UAE to prevent renewed clashes in the region had been discussed previously, though no specific timeline has been set. Indonesia’s president had openly offered to send forces during the UN General Assembly.
A U.S. official explained the primary aim of the plan as follows:
“The goal is to ensure the delivery of humanitarian aid, restore order, and begin rebuilding Gaza in a way that prevents it from becoming a threat to Israel or its citizens.”
