Ukraine Reaches Agreement to Manufacture BAE Systems Howitzers
Ukraine has secured a licensing agreement with defense giant BAE Systems to manufacture L119 howitzers domestically. The deal serves as a crucial operational test for Kyiv's broader ambitions to produce complex Western military hardware, including Patriot air defense missiles.

Ukraine has secured an agreement with BAE Systems to manufacture L119 lightweight howitzers domestically, establishing a potential operational framework for Kyiv’s broader strategy to produce Western-designed weaponry, including Patriot air defense interceptors.
Under the licensing agreement, a Ukrainian engineering firm will assemble the towed artillery pieces locally, beginning with a test model, according to The Wall Street Journal.
The initiative aims to develop sovereign manufacturing capacity as Kyiv seeks greater long-term defense self-reliance.
“Ukraine wants the ability to manufacture and sustain their own capabilities, to build sovereign capability around that,” said Giles Ambrose, engineering, technology and strategy director at BAE Systems, a U.K. arms maker.
A Blueprint for Western Production
The L119 agreement represents a rare breakthrough in efforts by foreign defense firms to establish operational manufacturing lines inside Ukraine.
While multiple Western contractors have explored localizing output, security risks, capital shortages, and intellectual property concerns have consistently impeded execution.
German defense contractor Rheinmetall previously outlined plans for three Ukrainian facilities, including a factory intended to output 400 tanks annually.
Chief Executive Armin Papperger later noted the effort stalled due to a lack of required investment and orders from Ukraine.
Similarly, Turkish drone builder Baykar announced a facility in 2022 scheduled to open within two years.
According to Ukrainian media, the site has yet to open after incurring multiple Russian strikes.
Industrial and Tactical Requirements
Unlike light aerial drones assembled from off-the-shelf components, manufacturing heavy conventional weaponry requires specialized industrial capacity.
Ukraine will forge critical metal subcomponents internally, including artillery barrels, breech mechanisms, and recoil hydraulics.
“It does come with complexity, the materials, fabrication and machining,” said Ambrose.
Despite drones accounting for more casualties in the conflict, towed artillery remains vital for area saturation and structural destruction.
Ukrainian artillerists favor systems like the L119 and BAE's M777 over self-propelled units due to their lower heat signatures, ease of camouflage from aerial drones, and field repairability.
Scaling to Patriot Missiles
Kyiv intends to leverage the BAE howitzer framework to obtain manufacturing licenses for higher-tier military hardware, primarily Patriot missile interceptors.
A persistent shortage of air defense munitions has recently enabled Russian ballistic missiles to breach Ukrainian air defenses.
Political momentum behind technology transfers has increased. U.S. President Donald Trump signaled a desire to grant Ukraine a license to build Patriot missiles, while French President Emmanuel Macron suggested Kyiv could produce Aster interceptors and European munitions.
However, transitioning from mechanical artillery to complex missile technology involves severe technical and security barriers. Washington maintains strict controls over its high-end systems, having previously withheld permission from firms like Rheinmetall to manufacture advanced PAC-3 interceptors.
“Going from an announcement to actually having a working production line won’t be easy…doing it in Ukraine doesn’t make it easier,” said Ralph Savelsberg, a missile expert at the Netherlands Defence Academy, a research and training institute of the Netherlands’ Defense Ministry.
